The UAT’s objective is to confirm that the system responds to the user requirements that have been configured and developed by SIL. This UAT is a critical activity of the HRMIS project, as the monthly salary of more than 53,000 public officers would be automatically processed by the system and the pay slips generated.The UAT phase for the Basic Core HR & Payroll Modules has already started since 26 July 2016 and this exercise will last until October 2016. More than 300 testers across all the ministries and departments are engaged in this activity.

The aim is to fully test the HRMIS Core HR and Payroll modules across the whole of government departments, using a test sample of 5,000 employees using real HR and Payroll data. Samples cover all payments and deductions constituting the payroll. The UAT exercise is to test the HR and Payroll business rules comprehensively. Three critical months of the 12 calendar payroll months have been selected. Testing the Core HR and payroll for the month of December 2015 includes the normal December month payroll and the automatic computation of employees’ end of year bonus. All the necessary conditions for the bonus generation will be tested during that month. The second month to test is January 2016 as this looks into the annual increment payment in addition to the normal payroll for the month of January 2016. The third month tests the sick leave refunds scheduled operationally in the month of February 2016 in addition to the normal month payroll for February 2016.

This UAT approach has been carefully designed so as to have a comprehensive coverage of varying month’s scenarios. Those three months are the critical ones. The approach also incorporates a simulation of the LIVE operationalization and usage of the Core HR and Payroll modules rolling into consecutive months payroll processing.

Completion of this key activity of the UAT will close the Core HR and Payroll functions for the government of Mauritius.

The next stage of the Phase 1 will look into deploying the tested Core HR and Payroll modules to the production environment and going into live usage with a batch of 40 departments across different ministries. The key to this stage will be the readiness of the live data and migration of same to the production environment.
